Autoresponder problem: Mail failure - no recipient addresses

I've discovered a new problem with the email autoresponders. Sometimes the account receives a bounce with "Mail failure - no recipient addresses". I think it happens when the email that reaches the inbox is a CC or BCC. The bounce clearly states that cPanel tried to send an email with an empty "To:" line.

I've redacted usernames, etc. Not sure how informative this is. This is all internal addresses, the recipient is being CC'd.
