Bandwidth Notifications

How in the world do you STOP the notifications for bandwidth? I have gone to "Tweak Settings" and UNchecked it (about a week ago) and have restarted cPanel, Apache, etc.

I have also checked the file cpanel.config and I see this:
emailusersbandwidthexceed=0
which tells me that it IS indeed OFF.

But, in bwlimit (usr/local/cpanel/bin), it says:
if (-e "/var/cpanel/bwlimitcheck.disabled") { exit; }
I do not find the bwlimitcheck.disabled in /var/cpanel
But I am guessing that is TURNED OFF, rather than ONLY the reporting turned off.

Anyway, can someone please help me? I feel as if I ma being spammed by my servers :)
