Cannot Access Cpanel/ Timeout issue

Everytime I try and access cpanel via mydomain.com:2083 and https://192.168.0.1:2083 they both say, "this site can't be reached" took too long to respond.

I've rebooted my router, checked to see if the port 2083 is blocked, I don't know what else to do. It worked fine just a few weeks ago, and i'm on the same computer on the same internet connection. helpppp

It sounds like you may be blocked in the server's firewall. If you do not have root access as your profile suggests, in order to resolve this you'll need to contact your provider for further assistance.

I was just able to login on my phone, using 4glte, but not on my laptop on wifi, should I try a wired connection?

I'm not sure I understand the confusion here, you need to contact the provider that you are paying for the hosting account. They have access to the server and can unblock you.

This is because your phone on 4g uses an entirely different IP address
