Changing mailbox passwords

In CPanel, all mailbox passwords are assigned by site admins.

Is there a way, owners of individual mailboxes can change their own passwords, so they feel more private with their messages? Any form to post or any system command to use? (I can check old password by logging into POP server)

Is it possible to set a quota for individual mailboxes so that a single mailbox does not consume all the space I have on the server?

Is it possible to set up SMTP server such that all outgoing messages from my domain have a specific (disclaimer) footers?

Check the current outstanding bugs/enhancements as well- I think all of the things you mentioned are already in there save the footers perhaps.
