cPanel Cloud Site?

Hi,

I see many web hosting providers offering something called Cloud Sites
with Cpanel.

How this works, is it same as normal cpanel hosting or they do
somthing different ?

First time it was rackspace, then i see resellerclub started offering
it. Now few others also offer it, for example
