Cpanel FTP on AWS - ETIMEDOUT - Connection attempt timed out

Does anyone know how to fix this FTP error on a default cpanel install on aws?

The data connection could not be established: ETIMEDOUT - Connection attempt timed out

IT sounds like the port you're attempting to connect to over FTP is not open. You might check with AWS on what ports they have open, my assumption would be that you'd need to have passive ports enabled on both your server and the AWS server.
