cPanel / Webuzo Static IP

Why does cPanel require static IP network service which is a pain to set up/maintain on servers whereas Webuzo install works fine without any manual setup? Why can cPanel not use the same setup as Webuzo?

Whenever using cPanel on OVH/Hetzner Cloud/Dedicated servers with AlmaLinux 8/CloudLinux 8 you have to manually go through network-scripts to set up static IP etc which is a pain. Not needed on Webuzo.

Can you please explain how this can be done?

Which address should be used and where should it be entered? Actually, I am facing an issue where, when we restart the server, we need to connect with VNC to restart the network service, otherwise we will not be able to reach the server.
