In older versions of WHM there was a path (WHM > Networking Setup > Nameserver IP) that would allow you to delete private name servers you had set up. That features is now gone. I want to delete some old name servers and add new ones plus I want to be able to specify which IPs I want to use for the new NSs. Any suggestions on how to do this would be appreciated.

The option you are referring to was not intended to configure your name servers. It was designed to show you which name servers were used in your DNS zones. It has been replaced with:
"WHM Home » DNS Functions » NS Record Report"

Michael I appreciate that link. However it did not show me a couple of things that I need to know (I think anyway). 1st how do I get rid of one or more name servers that i either set up in error or that I do not want any more. 2) How do I use a specific IP for each of my private NSs?
Name server IP addresses are configured at the domain registrar of the domain name they are associated with. You can't delete or modify a name server IP address on the cPanel server. The only entries you should edit on the cPanel server are the "A" records, and you can do that via "WHM Home » DNS Functions » Edit DNS Zone".

I think you may be describing something similar to an issue i had, if so then,
etc/nameserverips holds the list of name servers, delete the ones you don't need.

There's no need make manual changes to that file. It has no bearing on DNS propagation or DNS zone entries.

I found that I had stray name servers listed when I used NS record report.
These were somehow left over from the initial install.
Removing the rogue entries form nameserverips fixed my issue.

Keep in mind the "NS record report" is simply a tool used to display which name servers are used in your DNS zones. It does not have have an effect on propagation or DNS configuration.
