Errors when trying to update CP

I am trying to update control panel and getting these errors.

error: cannot get exclusive lock on /var/lib/rpm/Packages
error: cannot open Packages index using db3 - Operation not permitted (1)
error: cannot open Packages database in /var/lib/rpm
error: cannot get exclusive lock on /var/lib/rpm/Packages

Control panel never changes versions. (WHM)
Also I cannot see all my users accounts in DNS area such as Edit DNS and have to use SSH to see them.

Have you tryed running the update from the console? if not, ssh into the machine as either root or as a user and then su to root and run /scripts/upcp
