Exim Relay Problem

I ran a test through this site,

http://www.abuse.net/relay.html

It said my server was a third-party relay.. thats not good.

The instructions are out dated, is there anyway to block this, I dont want people to send mail through my server.

That is not necessarily a good test as it does qualify some of those in stating that they may not necessarily indicate a problem. If you have a standard exim installation and haven't messed with the exim configuration editor, you won't have an open relay and the issues are probably false-positives.
