I need to firstly import all of a Gmail account's contacts in a cPanel account on a per-address basis. Then I need to set it up in such a way that the contacts between cPanel and Gmail stay in sync, so that the users will only have to update their contacts in one place at a time, be it their Gmail or their Outlook or whatever mail client they choose to use, and they stay available in either. They will be connecting their email accounts to mail clients like Microsoft Outlook, and one email address will be set up on more than one devices at a time (e.g. laptop (work), laptop (home), mobile e.t.c.)

What is the best and easiest way to do that?

The ideal is to use a single synchronization service, its structures are designed on an individual level.

Either you use Gmail (workspace) or you use Outlook (exchange), each one contributes its pros and cons.

seeing that in general they will use the office suite and their calendars and contacts, my personal recommendation is exchange.

** If you like the gmail suite and syncing calendars and contacts, keep in mind that unless you use exchange, they won't sync between devices in the office suite.

** cPanel and activate sync Synchronizing Your cPanel® Calendar, Contacts, and Email on Android with ActiveSync | cPanel Blog

Thank you both for your input. Eventually the idea was abandoned altogether and we settled with the regular way of doing things like that. Not exactly solved, but can be safely marked as closed.
