How to set graphical charts based on account?

I have seen CloudWatch and charts for CPU. Can be managed also inside CloudLinux such measurements based on account as it seems some applications consume too much CPU utilization as a percentage. An example: at 3 UTC it is a peak when the server responded with 96 or 97 % CPU Utilization.

I try to monitor processes in the past and see what is an issue with the peaks. Is there also paid version to monitor processes and CPU Utilization?
