ICQ notifications

ICQ notifications now send an email to UNI#@server.domain.name instead of sending an ICQ message. I would have entered this into bugzilla but evidently I don\'t have a password.

mICQ doesn\'t support the current ICQ protocol anymore, so the old method was now worthless.
The new method atleast works, although, there is a perl module which implements much of the current ICQ protocol, I\'m sure chkservd could be hacked up to use this module and work the old way again.
I think the module is called ICQ::2001, but I\'m not certain.
