Restored and WHM keeps telling me to complete the Setup

I just finished restoring a bad hard drive to a new cpanel install. Everything went smooth and is working except WHM keeps telling me to complete the setup wizard. I have filled it out about 5 times now with no effect. Does anyone know a solution to this.
